Further to the recent meeting held at Mellor Brook Community Centre, chaired by Peter Mc George, Waste Management Officer, Ribble Valley Borough Council, please see minutes below.
“Just confirm some of the points and actions raised during the meeting:
Dog Waste Bins / Dog Fouling
The original complaints were directed at the lack of dog waste bins and the mess left behind by dog walkers. Environmental Health has responsibility for provision of dog waste bins and enforcement of dog fouling and that Heather Coar should address publicity and prevention. Similar issues have recently been addressed in Sabden with articles appearing in the Clitheroe Advertiser.
I confirmed that neither RVBC nor the Street Cleansing manager has any record of litter complaints relating to Mellor Brook.
It was also suggested that the comments were probably a knee jerk reaction to dog fouling issues.
No action was required.
I did explain that litterbins should not to be used as an alternative to dog waste bins. Trials are still being carried out in Whalley looking at the consequences of allowing dog waste to be disposed of in litterbins and will not to be extended to other parts of Ribble Valley until the results of the trials are known.
A review has been undertaken on the type and numbers of litterbins provided within each parish and it was agreed that the only action was as follows:
a) Replace the post mounted litterbin at the bus stop outside Fielden Arms (Mellor Brook) with a larger free standing litterbin. (Please note that this was exchanged today Friday 28/07/2017)
b) It was suggested that a litterbin next to the bench on Commons Lane may be required although Cllr Taylor will discuss with her residents the scale of the litter problem and report back.
Members were advised that a flytipping prevention strategy was to be presented to the Lancashire Waste Partnership this week seeking approval for the Strategy to be adopted by all Lancashire authorities. The strategy includes an action plan and communications plan which would hopefully raise awareness of the issues and reduce the number of flytipping incidents.
Grass cutting of verges etc within the parishes of Mellor Brook, Mellor, Balderstone and Osbaldeston is the responsibility of Lancashire County Council and does include the areas adjacent to Brookside.
It was discussed whether there was any mileage of employing a lengthsman by Mellor or in partnership to undertake additional works within the parishes. I have spoken to Angela Whitwell (Clerk to Sabden Parish Council ) who would be happy to explain to either parish councillors or borough councillors more about lengthsman. The funding she manages from LCC is only for areas designated AONB only so unfortunately it does not apply Mellor Brook etc. I have also spoken to David Hewitt the tree officer for RVBC who was involved at the start of the introduction of lengthsman and has provided the guidance attached. He is also willing to discuss the matter with you and suggests that there are opportunities for the parishes to seek support through other agencies/ organisations.
